¶ Recruitment tab and overall recruitment workflow

Under People & access → Recruitment, you customise the reference (referee) questionnaire:
- Labels for referee name, relationship, how long they have known the applicant, whether they would re-employ, and free-text comments.
- Tick boxes to make sections mandatory.
- Optional extra questions (short text or longer text).
Saving here changes what referees see when they provide feedback; it does not by itself accept or reject an applicant.
- Applicant follows your public or invited link (Recruitment entry on the menu varies by organisation) and completes the wizard (staff, contractor, or student paths).
- Managers use Recruitment pipeline (or equivalent queue) to review status, documents, and references.
- When hiring decisions are made, HR / managers update personnel status so the new starter becomes a normal staff login with the right locale and role.
- Solution options for recruitment mainly tune reference questions; wider recruitment policy remains with HR.
